According to Sam Stratman of the Office of Chairman Henry J. Hyde, "the purpose of the mission was to seek ways to reduce strains in the increasingly troubled relationship between the United States and Venezuela." 

There are probably not two other members of the House who have more blood on their hands than Hyde and Lantos or two who are more determined to see a '"regime change" in Caracas. One can imagine who they were planning to visit in Venezuela.
